Bill Summary: This ordinance appropriates $100,000 from ETR Bonds, Series 2004 (Autumn Bonds) from the Council District 8 Excise Tax Revenue Bond account to assist in funding to construct a building for the Youth Crisis Center, Inc.  The bill finds a municipal purpose and waives the requirements of the Autumn Bond, Ordinance 2004-998-E, as amended by 2005-1044-E and Section 106.315, Ordinance Code, that bond funds be used on City property and be open to the public.  The bill requires that the Youth Crisis Center, Inc. comply with the provisions of Section 106.315 and Chapter 118, Parts 1, 3, 4 & 5, Ordinance Code, unless otherwise waived herein.  The bill authorizes the Mayor and the Corporation Secretary to execute a contract and appoints the Department of Public Works to oversee the project.  Funding shall carryover to Fiscal Year 2007-2008.

 

Background Information: The Youth Crisis Center, located on Parental Home Road, Council District 4, addresses the needs of children under the age of eighteen (18) who have neither a permanent living facility or life skills training.  Over the last 33 years, Youth Crisis Center has sheltered over 1,200 children per year.  The Center proposes to build a 40 bed residential unit, New Life Village on land that the Center currently own on Parental Home Road. The program would not only house but also educate and nurture at risk children.  The Jaguar Foundation ahs granted $750,000 contingent upon a City match involving SHIP funds, bond dollars and any other city contribution.
