Bill Summary:  This bill declares a certain 2001 Chevrolet Lumina to be surplus to City needs and authorizes transfer of title to the “City” of Baldwin (please see note below) at no cost.  Inconsistent provisions of Chapter 122 (Public Property), Ordinance Code, requiring fair market compensation and certification that the property is obsolete, worn out, or scrapped, are waived.  Also, Council Rule 3.102(g) (Preparation of Bills) is waived to the extent a certificate from the Director of Procurement is required to demonstrate compliance with Chapter 122, as the vehicle is being donated to Baldwin.  The Office of the Sheriff will be the designated agency to monitor Baldwin’s use of the vehicle in accordance with stated purposes.

 

            NOTE:  Although referenced several times in the legislation as a “city,” Baldwin is actually a “town.”

 

Background Information:  The vehicle is to be used in code enforcement.  The Office of the Sheriff advises that Baldwin, when it dissolved its police department, transferred title to 11 police vehicles to Jacksonville, and the bill states that Jacksonville has received several vehicles at no cost from Baldwin.  Information from Fleet Management reflects an average surplus sales value of $3,600, based on Kelly Blue Book wholesale figures.
