Bill Summary:  This bill amends Rule 3.102 (Preparation of Bills), Council Rules, to require that any ordinance repealing an existing Ordinance Code provision, without the use of strikeouts, include language stating that the repealed chapter, section, or subsection is placed on file with the Legislative Services Division, additionally requiring such placement on file.  Rule 3.703 (Council Agendas) is amended to permit certain resolutions, but not ordinances, provided for in Rule 3.305 (please see background information) to be placed on the consent agenda for disposition, provided the resolutions meet other consent agenda criteria.  Rule 4.301 (Regular Order of Business) is amended to adjust the order of business to reflect the practice of Council, with public comment and scheduled public hearings being placed near the end.  Section 3.101, Ordinance Code, is amended to require that a representative of the appropriate executive branch division, department, or agency provide oversight of each enacted ordinance to ensure that all responsibilities and obligations are effected, including obtaining copies of passed legislation, securing execution and implementation of contracts, and assuring responsible disbursement of appropriated funds.
